It's a bit dark in retrospect. The Al-Qaida Global Liberation Army campaign starts out with China oppressing Muslims, which (as you know) has escalted into genocide a few years ago. It also involves the US invading Iraq - which happened a month after the game was released.
Generals itself is a fairly standard C&C game with basic units and one faction that has normal stuff (USA) and one that has weirder stuff (China). The nice twist comes from the GLA, which has unpowered structures that can rebuild themselves (unless you destroy the attached tunnel) and the options to scavenge from enemies, using the scrap for cash or vehicle upgrades.
Overall it was a bit too dull for me and i didn't play it for very long. Compared to Starcraft and AOE3 it seems like little changed since the original C&C and Red Alert.
Amusing bonus knowledge from Wikipedia:
EA released in the middle of 2003 a regular title-localized German version specifically for the German market called Command & Conquer: Generäle, which did not incorporate real world factions or any relation to terrorism. For example, the "terrorist" bomber unit was transformed into a rolling bomb and all other infantry units were changed into "cyborgs" (e.g. Red Guard becomes Standard Cyborg) in order of appearance and unit responses similar to earlier releases of the Command & Conquer franchise.
