The Incredible Hulk - Ultimate Destruction is the best Hulk game there is!
The good
Hulk is fast, punches hard and has a lot of crazy and useful moves; this is easily his largest moveset yet. Hulk runs and jumps properly, can run up buildings for quick getways, use a vehicle as a skateboard, use a car as boxing gloves, throw missiles back, use a ball and chain, etc.
The enemy variety is good. Cops, soldiers, tanks, anti-air vehicles, helicopters, planes and many varieties of Hulkbusters. The cops are the easiest enemies, the soldiers bring explosives and assault rifles, the tanks can do heavy damage and are very difficult to fight at the start, the anti-air vehicles are very hard to fight if you are the kind of player who keeps on jumping to escape, the helicopters can actually chase you down and the planes are like the helicopters but way faster and can fly out of your range; but the real battle starts when the Hulkbusters show up, they can actually fight you one on one properly thanks to their insane durability and the small ones can keep up with you speed-wise.

The voice acting is way better than Hulk 2003's game. Everyone does a great job, specially Emil Blonsky/Abomination and Bruce; the only character whose voice I disliked was Thunderbolt Ross, he sounded way too young and he wasn't intimidating at all.
The plot is very interesting. Doc Samson finally manages to control Hulk to a degree, allowing Bruce to Hulk-Out at will and have full control of the Hulk... until the Devil Hulk starts creeping on Bruce, causing him to go on a rampage at some point later in the game. The boss fights are very well made and feel distinct. Abomination on his first fight feels like fightning a mirror version of yourself, Mercy forces you to use ranged attacks, Thunderbolt Ross makes you use vehicles plus hit and run tactics, the Devil Hulk has moves that can lock you in place and he becomes inmune to damage forcing you to destroy its power sources, the second fight against Abomination is like fightning a stronger version of the first one but much more powerful and slower and you get "help" from the military since they will attack him, buying time for you to regenerate your health.
You have cheat codes! Joe Fixit is avaliable and he has actual dialogue since he makes jokes and comments on the battle like in the Hulk 2003 game, you can unlock Savage Banner (A transformation that Bruce had in a comic book, he had Hulk's powers but reduced since he was stuck on his human form).
The bad
The difficulty is stupid. The game can go from very easy to very hard for no reason. Due to how the game is made, in missions where you have to fight Hulkbusters and anti-air vehicles, the game spawns way too many of them to the point that you have nowhere to run and you will be getting hit everywhere; the worst thing is that you can get stunlocked in place because the Hulkbusters will send you flying with their ramming attacks and the missiles will launch you further into the air... which leads to the Hulkbusters ramming you again and repeating this process.
Pure power fantasy: you can use a wrecking ball like a giant flail, use a rocket launcher from a HIMARS as a bazooka, you can do wrestling moves, level buildings and destroy everyone and everything, family-friendliness be damned. Totally awesome. Emulated using Dolphin, game looks great and runs perfectly at 60fps.
