I had never heard of this game until I started going through retro magazines earlier this year and found a tiny blurb about Top Shop (known as Tenant Wars in Japan). I don't remember which magazine it was or what the blurb said but I needed little recommendation as recently I've been interested in experiencing retro games so I visited my favorite rom site, found myself a copy, and was instantly hooked.
This is a board game that many will compare to Monopoly based on its property management objectives. There is a campaign mode and a free play mode. I never played the free play mode but it'd be a fantastic choice for multiplayer game nights. The campaign has a goofy story where you play as an anthropomorphic cat who encounters a variety of strange characters who decide they must prove their worth as a business owner or some other beef and then the game starts!
The boards are malls that the players navigate by making a full lap through all the floors unless you get lucky and find yourself taking elevator shortcuts or special cards that will can reward or punish you. There are different themes and layouts that mix things up but the rules and gameplay never change. The goal is to earn a certain amount of assets by purchasing storefronts, avoid visiting enemy stores, and earning money by stocking your shops with products that other players are forced to purchase if they stop on your shop. If your assets reach zero or negative, then you lose.
The charm and quirkiness of the characters along with the cute art direction and catchy music made this game fun, addicting, and relaxing. I highly recommend it if you're looking for a chill board game to play by yourself or with friends.
