It has everything you'd want in a PC Rock Band clone.

A Rock Band simulator for the modern age (cf Frets on Fire, the Guitar Hero simulator for the 00's). It has native controller support for the actual game instruments as well as MIDI support for real piano keyboards, and yes, you can use a computer keyboard and the function keys. There's a large community of people charting custom songs for it, and there exist packs containing the songs for all the retail games (Guitar Hero and Rock Band series). You can play locally and online, and there's multi monitor support if you're playing with more than 4 people. I can't think of any issues with Phase Shift. If you're still playing with plastic instrument peripherals, consider using Phase Shift, it'll have all your songs and will give you a better experience in every front compared to console.
