This game does nothing that future titles did not do much better. I think it was originally sold based on its great graphics, but nowadays a decent smartphone can outperform the PSP when it comes to polygonal games. This game was also supposed to have edgy gameplay where you jump from car to car shooting bad guys. But it is much more fun and cinematic to do this in games like Just Cause 3 or any of the Uncharted series set pieces. So then what's left? You drive a car or a boat down what is essentially a tube that sometimes veers to the right or the left. There's not even the more traditional fun of a racing game with tracks that have a variety of shapes, routes, or secrets.

To make a long story short, this game can't compete with more modern titles on any of its merits, and it does nothing new or interesting that would make it more "timeless" or worth playing more than a decade after its release.

Two stars because they obviously worked hard to make it look great, and if you are a PSP enthusiast it may be fun to try it out just to see what the PSP can do.
