(disclaimer i'm only a third through and i'll change the review if i finish and change my mind, and plan to so its not THAT bad, maybe...)
the main gripe i have is that TitP doesnt really work as a sim. games like this arent fun when you do things and make decisions and kinda wonder 'gosh what did i do?" because everything is kept under the hood, rather hidden and obtuse and instead presents you with a simple design and clean look. You dont know how many cops to send or how skilled they are. you have no way of knowing how effective rank is. you dont even have a place to track certain things you can easily forget (like city hall demands. what exactly do they want again and on what day?)
managing the errands you get from the mafia and city hall is also crap. i get it, it's supposed to be 'crap' but it just makes the game feel like more of a chore in general. The fact that you have to fire your officers you work to level up kinda makes you feel 'well whats the point in trying' and just start to send cops …

the investigation/detective work is kinda cool, kind of. it falls apart when you do a few of them and then realize' wow some of the witnesses are always going to lie so i never really can build anything from testimony of witnesses' thats when you realize you can just jiggle pieces around until voila you unlock the case, rather than actually bothering to read and use your head.
the only strong note this game gets right is the overall style and aesthetic. the intro video. (and possibly the story) it's too bad that the game itself cobbled around it is about as unsound as the city it depicts you as the police chief of.
this is a bad sim game and its a management game that feels quite tedius.
story is relatively simple but engaging, love flawed protagonists. game reeeaaallly overstayed its welcome tho at least one fourth of the game could've been left out cause it was just the same shit over and over again, which is fine cause thats the whole point of the game but it was too simple to be enjoyed that long.
This game moves halfway between several genres, on the one hand the story develops as a visual novel with small decision making, and the gameplay is a simple management of the police station, choosing troops, the priority of the cases and some small puzzle with investigations.
Its story does not have an amazing script or full of twists, but personally it did captivate me and it is largely the reason why I enjoyed directing the police station. On the other hand, its management system is not very deep either, so don't expect hours and hours and hours of play per game.
We have 180 days of micro-management of the police station, with the life of our protagonist among gangsters and politicians, making decisions to do the best possible for the department and for ourselves, experiencing all kinds of situations.
The game is entertaining and, in my opinion, recommended. 6/10
