Missionchief is a 911-Dispatch-Simulator. You can build your own emergency services, buy vehicles and send them to emergencies. The game can be played on real world maps (Google maps/Openstreetmap) and is available in multiple languages.
I played the German version "Leitstellenspiel". The game is more fun if you join an alliance where you can share resources and assist each other.
