A lot of people have a soft spot for this one, and I can see why. It's an extremely cute (albeit aimless) adventure game, the sort where you walk around, talk to people (er, hamsters), select actions when interacting with stuff, and just explore every cranny and nook. You need to get items from one hamster to another sometimes, but for the most part the goal is to learn new "hamster words" which are silly gestures, pantomimes, dances, etc to express some emotion. Use the correct one to convince other hamsters to do one thing or another. Extremely trial-and-error, but you're never really punished for anything you do wrong. (And sometimes it's worth doing the wrong thing on purpose, just to see what happens.)
That's all there is to it, but the artwork and animation is possibly the very best the Game Boy Color ever saw -- really, you could've told me it was a Game Boy Advance game, and I would've believed it. The sound effects the devs managed to pull off with the limited tech of this handheld is also very impressive. So all in all a nice little time-killer for young children, and anyone that likes those funny little hamsters.
