Crazy hard but somewhat intersting

A few years ago I watched a Let's play of this and it was interesting to watch someone play the game. The game is ridiculously hard for multiple reasons. For one, you're not supposed to hit citizens of the city and only bad guys, but people are just running all over the place. The game has a lot of story to it as well and you have to be smart about what you are doing or where you are headed. Solving objectives is complicated, and the game has hub-like areas and connected level structure, so it's a little like FPS games such as Cybermage: Darklight Awakening or Strife.
