Why even bother making this?

SWE is a very primitive game with an extremely limited scope. If you manage to navigate the ugly and clumsy interface and actually play the game you will find very little to actually do. Research simply gives you higher "levels" of units. There's no contruction other than that of units. Diplomacy is very basic. Movement, combat, non-combat, et cetera. - all so very simplistic. You sit around waiting ages for the AI to make its move before you can actually do something. And unless you play as a major power there's not much to do.

This came out 7-9 years after Hearts of Iron 2, which is an infinitely better game with better everything, plus you can play on the entire world map as any country in the world. This game is just pointless in comparison.
