That's more red flags than the Soviet Union. But it's actually a fun, silly and surprisingly solid game. Each level requires you to make the two balls touch. You do this by drawing lines which will objects that fall down. Sometimes you need to make a bridge or a ramp, sometimes you need to basically use the line as a pool cue to get the balls to move. The moment you've drawn your first line gravity is activated which sometimes means balls fall into the void (balls blow up if they go off-screen). You end up drawing convoluted constructions to make the balls meet, and the game actually saves the winning results and shows them in the level select menu:

A puzzle game where your only goal is to draw the shapes that help you move the red and the blue balls to each other. There are only 100 levels and I found only about 5 of them actually challenging, but the game is a short fun nonetheless. The only limitations you have are some forbidden areas and some lasers you have to deactivate, other than that, you can create pretty much anything, that you can draw.
