Preliminary: Not my usual genre and this seems different from the version I have available at the local arcade, but I love the waiting room/elevator music during level select and all the times to beat have been reasonab le so far. (Oh it's always 60 seconds lol). Looks like there are 12 stages? And I'm already through 3 . Hm.
I like how quickly you can whip around edges :-p They did a good job at designing these stages, I always was very close. So even when i failed, it felt close enough.
I can't believe I'm playing through an entire racing game lol
And I'm already on the last stage! Took two tries on the last one but cut off 7 seconds of time!
The Look and Sound weren't necessarily spectacular, and indeed the ending song was just the elevator music again, but I particularly loved that elevator music. And the gameplay was incredibly addicting with a reasonable set goal. I can't wait to play the actual arcade machine again when I am next at the arcade, I think it was one of the later versions, but still.
I think the appeal largely came down to the perspective (not a big first-person guy), the whip arounds, and the heads-up for sharp turns with the arrows, I almost felt like it was more so a game of seeing those arrows and following it. Also the level design being very good about basically you just can't crash and you will likely make the time, even if you're whipping like crazy and not being very efficient. Which makes it fun for mediocre gamers like me, but expert gamers can always go for a faster time etc. Great balance! 
Look: 7.5/10 Nothing spectacular but that classic arcade Look. A bit outdated for 1994 but still.
Sound: 8.5/10 Not many tunes lol but I lovvvve the elevator music and the sound effects had me entranced.
Play: 8.5/10 Apparently my favorite of the racing games so far? I was enthralled.
