The map is littered with ice blocks, which the Sno-Bees can destroy as they zip about -- and just like with the ghosts in Pac-man, one touch and you're dead. You've probably all played some clone of this game on your smartphone at some point, or a bad Flash game (back when bad Flash games were a thing). I've been playing the Game Gear version of Pengo, and all in all I'd say the game is a good fit for quick pick-up-and-play sessions on a handheld that needs to keep the graphics pretty simple.
In Japan, the Mega Drive would eventually get a Bomberman-esque sequel called Pepenga Pengo, which is surprisingly really great stuff. I recommend everyone give it a shot, if you're into that sort of frantic block-sliding puzzle/action.
