Beat on Hard. I abused save states to ensure I never lost wolf form. I mostly used the big fireball because it did the most damage and penetrated enemies and obstacles. Since every weapon used the same ammo pool it was more efficient to use the big damage. Its main drawback was slow rate of fire. Occasionally I used the axe like projectile to hit enemies from higher up, and the homing projectile to hit those above me. The game was very simple mechanically, with limited abilities (no aiming), enemies that stood still or patrolled fixed areas, and bosses that repeated the same pattern regardless of what the player did. I think the final boss was the only one that actually changed location and facing to try and hit the player. I found the platforming and traps more difficult than the combat. The atmosphere and music was pretty good, giving off a Castlevania vibe, but I thought it weird that the werewolf went around using what looks like magic while the human form only punched. Would have been nice if the weapons used different ammo so there was more reason to use them all, and if there was a better way to switch them than a single button that cycles. I was particularly impressed that most enemies do not do contact damage, and that spikes can be safely walked past if you are on the same elevation as them.

Oh wow, this is an old one. This would've been one of the first video games I finished back in the late 90s. The Master System port was crap, and I found it pretty scary because there was no music. But yeah it was memorable.
