RTT with a twist that is okay but feels dated by today's standards
tRS is a RTT (real-time tactics) with some smart-pause functionality baked in as well. It's not a twin-stick shooter or top-down shooter (though it looks like it could be one, and the steam page informs you it's not these things)

The game is a bit like a MOBA like league actually, with a single player campaign of 10 or so maps with different challenges. I overall liked this campaign despite the generic story and all. You slowly can upgrade your 'squad' and switch out their abilities and specifications between missions. Overall its a pretty decent balance, but i found i preferred to just pick 1 or 2 unit types since it was easier to manage in battle.
In combat you alternate between your commanding leader (who you control at all times by default) and a squad of three followers who you can issue command by pressing F1-F3. You can also hold down SPACE to freeze time and then cycle through them with tab to issue commands, waypoints, and trigger special abilities. Overall the formula works well, but I found myself not wanting to micromanage the abilities until the very end. Oh, you also pick up usable loot/items in the missions.
I would imagine this game is best with the co-op or multiplayer, which is very much a MOBA type arena with rogue-like items scattered about. You battle waves and try to complete a story-based objective. You can play it solo as well.
Overall, it was a repetitive (but unique game) that's not that long or deep.
